The Chief Clerk position involves administrative work in performing a wide variety of duties assisting the County Commissioners in the management of County programs and policies.
The Chief Clerk is directly responsible to the Somerset County Board of Commissioners.
EDUCATION /
Experience:
Any combination equivalent to education and experience that provides the required skill and knowledge is qualifying.
Typical qualifications would be equivalent to:
Some formal college training in public administration; and Four (4) years' responsible administrative experience in County government.
EMPLOYMENT STANDARDS:
To perform this job successfully, an individual must possess the ability to analyze administrative operations, policies and procedures; ability to prepare or implement recommendations on procedural or operational activities in the offices under the Commissioners' jurisdiction; knowledge of the principles and practices of County administration; knowledge of County programs and operations; ability to gather, assemble, correlate and analyze facts and devise solutions to administrative problems; ability to plan, organize and direct the work of others; ability to comprehend County goals, objectives and operations and relate these to administrative analysis; ability to exercise judgment and discretion in serving as a representative of the Commissioners; ability to communicate effectively with staff, coworkers, Commissioners, other agencies, and vendors; ability to maintain confidential information; knowledge of basic computer software programs.
ESSENTIAL DUTIES AND
Responsibilities:
An employee in this classification is responsible for performing assignments that are technical in nature and are carried out in accordance with administrative practices, procedures and precedents, specific goals and objectives, and any applicable legal standards or regulations.
Specific job duties include the following:
Executes and enforces all policies, ordinances, regulations, and operational matters under the leadership of the Board of Commissioners in order to comply with statutory and governmental laws, and to provide the most effective and efficient services to constituents.
Studies and analyzes administrative operations and problems, prepares reports of findings and recommendations, and assists Commissioners in implementing new policies or programs.
Assists the Commissioners and County administrative officials in the management of County programs.
Ensures adherence to administrative standards or policies developed by the Commissioners in all offices under their jurisdiction through contacts with County administrative officials and their staffs.
Serves in an advisory capacity to the Commissioners, other elected county officials and department heads.
Collects, interprets, analyzes and summarizes information to be used as a basis for executive action by the Commissioners.
Prepare advertisements and develop bid and request for proposal documents.
Advertise and prepare minutes and maintain complete copies of bid projects and request for proposal documents.
Act as the County's Right to Know Officer and Public Information Officer.

Serves as the Secretary to the Retirement Board.
Directs and coordinates County's property, casualty, and liability insurance policies, and monitors the status and payment of claims.
Reads and analyzes incoming memos, submissions, and reports in order to determine their significance and plans their distribution to the Commissioners or other departments.
Sets up and maintains paper and electronic filing systems for records, correspondence, and other material.
Prepares invoices, reports, memos, letters, financial statements and other documents, using word processing, spreadsheet, database, and/or presentation software.
Prepares board meeting agendas, minutes, and processing all documents and information for the Board of Commissioners' review.
Responsible for keeping records, books and accounts of all administrative offices, filing papers and proceedings and attesting to all documents authorized by the Board of Commissioners.
Serves as the primary administrative point of contact in the case of county emergencies, crises, safety violations/concerns or any matters requiring immediate attention.
Maintains salary board positions control list following each Commissioner's meeting.
Assists HR with Union Contract Negotiations.
Answers telephones and gives information to callers, takes messages, or transfers calls to appropriate individuals.
Supervises and coordinates activities of workers engaged in clerical or administrative support activities in the Commissioners' Office.
Verifies completeness and accuracy of subordinates' work, computations, and records.
Reviews work done by others to check for correct spelling and grammar, ensuring that company format policies are followed, and recommends revisions.
Supervises composition of routine letters by the Assistant Chief Clerk.
Supervises the management and maintenance of Commissioners' schedules by the Assistant Chief Clerk.
Operates office equipment such as fax machines, copiers, and phone systems, and uses computers for spreadsheet, word processing, database management, and other applications.
Multiple other duties as assigned.
